The article deals with the competitiveness of regions in face climate change. aim was to present concept measuring Regional Climate Change Competitiveness Index. We used a comparative and logical analysis regional heuristic conceptual methods construct index measurement scale. structure includes six broad sub-indexes: Basic, Natural, Efficiency, Innovation, Sectoral, Social, 89 indicators. A practical application model presented for Mazowieckie province Poland. This allowed region’s performance context change be presented, weaknesses process adaptation identified. conclusions research confirm possibility applying Index economic strategic planning. constitutes one earliest tools evaluation at level.
